Joseph Ivanovich Mrozovsky was born on December 14, 1857 into a Polish noble family of the Orthodox faith. He graduated from the Polotsk Military Gymnasium and the Mikhailovsky Artillery School in St. Petersburg, then the Mikhailovsky Artillery Academy.
