At different times, barbarian invasions occurred, and because of this, many cities found themselves in the hands of the lawless, so that the primate of such a city could not, after the ordination of him, take his throne, establish himself in a priestly appointment and then, according to the established custom, perform ordinations and do and undertake everything that befits a bishop. In view of this, we, preserving the honor of the priesthood and respect for it and desiring that the attack of the pagans should in no way harm ecclesiastical rights, have decided: if anyone is ordained in this way and for the stated reason has not ascended to his thrones, then this should not be considered a reason for accusation. Therefore, they should ordain various clergy according to the canons, exercise the power of presidency in accordance with their position, and every order emanating from them should be firm and legal.
