On the obligatory presence in every church of the relics of St. martyrs.
Divine Ap. Paul said: Some people's sins are obvious, but some are revealed later (1 Timothy 5:24). If sins have been committed previously, others follow. Therefore, other wickedness followed the wicked heresy of those slandering Christians. Namely, as soon as they deprived the Church of the opportunity to look at honest icons, they neglected some other customs that should be renewed and observed both according to written and unwritten law. So, in those honest churches that were consecrated without the holy martyr’s relics, we determine to perform the position of the relics with ordinary prayer, and let the one consecrating the temple without holy relics be deposed as having violated church traditions.

Ἔφη Παῦλος ὁ θεῖος Ἀπόστολος· Τινῶν ἀνθρώπων αἱ ἁμαρτίαι πρόδηλοί εἰσι· τισὶ δὲ καὶ ἐπακολουθοῦσιν. Ἁμαρτιῶν οὖν προκαταλαμβανουσῶν, καὶ ἕτεραι ἁμαρτίαι ἕπονται ταύταις. Τῇ οὖν ἀσεβεῖ αἱρέσει τῶν χριστιανοκατηγόρων καὶ ἄλλα ἀσεβήματα συνηκολούθησαν. Ὥσπερ γὰρ τὴν τῶν σεπτῶν εἰκόνων ἀφείλοντο ὄψιν ἐκ τῆς ἐκκλησίας, καὶ ἕτερά τινα ἔθη παραλελοίπασιν, ἃ χρὴ ἀνανεωθήναι, καὶ κατὰ τὴν ἔγγραφον καὶ ἄγραφον θεσμοθεσίαν οὕτω κρατεῖν. Ὅσοι οὖν σεπτοὶ ναοὶ καθιερώθησαν ἐκτὸς ἁγίων λειψάνων μαρτύρων, ὁρίζομεν ἐν αὐτοῖς κατάθεσιν γίνεσθαι λειψάνων μετὰ τῆς συνήθους εὐχῆς. Ὁ δὲ ἄνευ ἁγίων λειψάνων καθιερῶν ναόν, καθαιρείσθω, ὡς παραβεβηκὼς τὰς ἐκκλησιαστικὰς παραδόσεις.
