About the creation of new houses of prayer by monastics.
Some of the monks, having left their monasteries, striving to rule and rejecting obedience, began to build houses of prayer, although they did not have the means to complete them. So, if anyone undertakes to do this, let him be stopped by the local bishop. If he has the means to complete it, let his plans be completed. The same applies to the laity and clergy.

Τινὲς τῶν μοναχῶν καταλιπόντες τὰ ἑαυτῶν μοναστήρια, ὡς ἐφιέμενοι τοῦ ἄρχειν, καὶ τὸ ὑπακούειν ἀπαναινόμενοι, ἐγχειροῦσι κτίζειν εὐκτηρίους οἴκους, τὰ πρὸς ἀπαρτισμὸν μὴ ἔχοντες. Εἴ τις οὖν τοῦτο ἐπιχειρήσοι ποιεῖν, κωλυέσθω ὑπὸ τοῦ κατὰ τόπον ἐπισκόπου· εἰ δὲ τὰ πρὸς ἀπαρτισμὸν ἔχοι, τὰ βεβουλευμένα αὐτῷ εἰς πέρας ἀγέσθωσαν. Τὸ αὐτὸ δὲ φυλαττέσθω καὶ ἐπὶ λαϊκῶν, καὶ κληρικῶν.
