About the ban on reading or singing from the pulpit in church without consecration and about the consecration of readers.
It is obvious to everyone that the priesthood is accompanied by order and strict adherence to the rules for placing on the degrees of the priesthood is pleasing to God. So, since we see that some people are tonsured into the clergy in childhood without consecration and, without having yet received consecration from the bishop, even read from the pulpit in the congregation, doing this contrary to the canons, we command from now on that this will not happen. Let the same be observed among monks. And each abbot is allowed to perform the consecration of a reader in his own, and only his own, monastery, if the abbot himself has received the consecration from the bishop for the abbot's superiors; of course, if the abbot is a presbyter. Likewise, according to ancient custom, chorebishops should produce readers with the permission of the bishop.

Ὅτι τάξις ἐμπολιτεύεται τῇ ἱερωσύνῃ, πᾶσιν ἀρίδηλόν ἐστι. Καὶ τὸ σὺν ἀκριβείᾳ διατηρεῖν τὰς τῆς ἱερωσύνης ἐγχειρήσεις, Θεῷ εὐάρεστον. Ἐπεὶ οὖν ὁρῶμεν ἐκτὸς χειροθεσίας νηπιόθεν τὴν κουρὰν τοῦ κλήρου λαμβάνοντάς τινας, μήπω δὲ παρ᾿ ἐπισκόπων χειροθεσίαν λαβόντας, καὶ ἀναγινώσκοντας ἐν τῇ συντάξει ἐπ᾿ ἄμβωνος, ἀκανονίστως δὲ τοῦτο ποιοῦντας, ἐπιτρέπομεν ἀπὸ τοῦ παρόντος τοῦτο μὴ γίνεσθαι· τὸ αὐτὸ δὲ φυλάττεσθαι καὶ ἐπὶ μοναχῶν. Ἀναγνώστου δὲ χειροθεσίαν, ἄδειά ἐστι ἐν ἰδίῳ μοναστηρίῳ καὶ μόνῳ, ἑκάστῳ ἡγουμένῳ ποιεῖν, εἰ αὐτῷ τῷ ἡγουμένῳ ἐπετέθη χειροθεσία παρ᾿ ἐπισκόπου πρὸς προεδρίαν ἡγουμένου, δηλονότι ὄντος αὐτοῦ πρεσβυτέρου. Ὡσαύτως καί κατὰ τὸ ἀρχαῖον ἔθος, τοὺς χωρεπισκόπους κατ᾿ ἐπιτροπὴν τοῦ ἐπισκόπου δεῖ προχειρίζεσθαι ἀναγνώστας.
