About the church charity of bishops.
Our untimely, very frequent and unfair intercessions have led to the fact that we do not use such mercy and boldness as we should use. Indeed, many of the bishops do not cease to appear at the imperial court, and especially the African bishops, who, as we learned from our beloved brother and co-bishop Gratus, do not accept saving advice, but despise it so much that the same person brings to the court the most numerous and varied petitions, moreover, such as cannot be useful to the Churches; and not in order to help the poor and common people or widows and intercede for them (as it should and becomes), but in order to obtain for some worldly ranks and positions. In a word, such ignorance causes us harm, in addition to causing temptation and condemnation. And we considered it more decent for the bishop to provide his assistance to someone who is suffering violence, or a widow who is unjustly offended, or an orphan who is deprived of what belongs to him - if only the requests of these persons are fair. But none of the bishops should appear at the imperial court, except those whom our most pious emperor summons with his letters. However, since it often happens that some people in need of compassion come to the Church, those who were condemned for sins to exile or exiled to an island, or who were given any other sentence, one should not refuse such help, but, on the contrary, without delay or hesitation, ask for leniency for them.

Ὅσιος ἐπίσκοπος εἶπεν· Ἡ ἀκαιρία ἡμῶν, καὶ ἡ πολλὴ συνέχεια, καὶ αἱ ἄδικοι ἀξιώσεις πεποιήκασιν ἡμᾶς μὴ τοσαύτην ἔχειν χάριν καὶ παῤῥησίαν, ὅσην ὀφείλομεν κεκτῆσθαι. Πολλοὶ γὰρ τῶν ἐπισκόπων οὐ διαλείπουσιν εἰς τὸ στρατόπεδον παραγινόμενοι, καὶ μάλιστα οἱ Ἄφροι· οἵτινες, καθὼς ἔγνωμεν παρὰ τοῦ ἀγαπητοῦ ἀδελφοῦ ἡμῶν καὶ συνεπισκόπου Γράτου, τὰς σωτηριώδεις συμβουλὰς οὐ παραδέχονται, ἀλλὰ καταφρονοῦσιν οὕτως, ὡς ἕνα ἄνθρωπον εἰς τὸ στρατόπεδον πλείστας καὶ διαφόρους, καὶ μὴ δυναμένας ὠφελῆσαι τὰς ἐκκλησίας, δεήσεις διακομίζειν, καὶ μή, ὡς ὀφείλει γίνεσθαι, καὶ ὡς προσῆκόν ἐστι, τοῖς πένησι καὶ τοῖς λαϊκοῖς, ἢ ταῖς χήραις συναίρεσθαι καὶ ἐπικουρεῖν, ἀλλὰ κοσμικὰ ἀξιώματα καὶ πράξεις περινοεῖν τισιν. Αὕτη τοίνυν ἡ σκαιότης τὸν θραυσμὸν οὐκ ἄνευ σκανδάλου τινὸς ἡμῖν καὶ καταγνώσεως προξενεῖ. Πρεπωδέστερον δὲ εἶναι ἐνόμισα, ἐπίσκοπον τὴν ἑαυτοῦ βοήθειαν παρέχειν ἐκείνῳ, ὅστις ἂν ὑπό τινος βιάζηται, ἢ εἴ τις τῶν χηρῶν ἀδικοῖτο, ἢ αὖ πάλιν ὀρφανός τις ἀποστεροῖτο τῶν αὐτῷ προσηκόντων, εἶπερ ἄρα καὶ ταῦτα τὰ ὀνόματα δικαίαν ἔχει τὴν ἀξίωσιν. Εἰ τοίνυν, ἀγαπητοὶ ἀδελφοί, πᾶσι τοῦτο δοκεῖ, ἐπικρίνατε, μηδένα ἐπίσκοπον χρῆναι εἰς τὸ στρατόπεδον παραγίνεσθαι, παρεκτὸς τούτων, οὓς ἂν ὁ εὐσεβέστατος βασιλεὺς ἡμῶν τοῖς ἑαυτοῦ γράμμασι μετακαλοῖτο. Ἀλλ᾽ ἐπειδὴ πολλάκις συμβαίνει τινὰς οἴκτου δεομένους, καταφυγεῖν ἐπὶ τὴν ἐκκλησίαν, διὰ τὰ ἑαυτῶν ἁμαρτήματα εἰς περιορισμόν, ἢ νῆσον καταδικασθέντας, ἢ δ᾽ αὖ πάλιν οἱᾳδηποτοῦν ἀποφάσει ἐκδεδομένους, τοῖς τοιούτοις μὴ ἀρνητέαν εἶναι τὴν βοήθειαν, ἀλλὰ χωρὶς μελλησμοῦ καὶ ἄνευ τοῦ διστάσαι τοῖς τοιούτοις αἰτεῖσθαι συγχώρησιν. Εἰ τοίνυν καὶ τοῦτο ἀρέσκει, σύμψηφοι γίνεσθε ἅπαντες. Ἀπεκρίναντο ἅπαντες· Ὁριζέσθω καὶ τοῦτο.
