About the election of a bishop, about the installation of a metropolitan, and about the fact that bishops should not be appointed to sparsely populated places.
If it happens that in one metropolitan region, where there are many bishops, there will be only one bishop left and he, through negligence, does not want to come and agree to the installation of bishops, and the assembled people begin to ask that the bishop whom they demand be installed, then this remaining bishop must first be reminded through messages from the exarch of the metropolitan region (I mean the bishop of the metropolitan area) that the people demand to give them a shepherd. We consider it good to wait for his arrival. If, even after a written request, he does not come and does not answer, something must happen that satisfies the wishes of the people. To install a bishop of the metropolitan area, it is necessary to call upon bishops from the neighboring metropolitan region. It is not generally allowed to appoint a bishop to a village or small town, for which one presbyter is enough. There is no need to place bishops there, lest the name and authority of the bishop be neglected. But the bishops of the metropolitan region, as I said before, must appoint bishops in those cities in which they were before. If it turns out that any city increases in number of inhabitants so much that it is considered worthy of a bishopric, let it receive it.
