Правило 2
If a bishop justifies his transfer to another diocese (see the previous Rule) with an imaginary expression of the people's will, then he is deprived of holy communion even on his deathbed.
If someone turns out to be so crazy or impudent that he decides to excuse himself for such things by claiming that letters from the people were delivered to him, then it is obvious that others, a few in number, being bribed with rewards and money, could cause rebellions in the Church, allegedly wanting to have him as a bishop. Therefore, we believe that such tricks and tricks should be decisively punished, so that none of them, even at death, will be honored with church communion, even on an equal basis with the laity.

Ὅσιος ἐπίσκοπος εἶπεν· Εἰ δέ τις τοιοῦτος εὑρίσκοιτο μανιώδης ἢ τολμηρός, ὡς περὶ τῶν τοιούτων δόξαι τινὰ φέρειν παραίτησιν, διαβεβαιούμενον ἀπὸ τοῦ πλήθους ἑαυτὸν κεκομίσθαι γράμματα, δῆλόν ἐστιν, ὀλίγους τινὰς δεδυνῆσθαι, μισθῷ καὶ τιμήματι διαφθαρέντας, ἐν τῇ ἐκκλησίᾳ στασιάζειν, ὡς δῆθεν τὸν αὐτὸν ἔχειν ἐπίσκοπον ἀξιοῦντας. Καθάπαξ οὖν τὰς τοιαύτας ῥᾳδιουργίας καὶ τέχνας οὐ δεκτέας, ἀλλὰ μᾶλλον κολαστέας εἶναι νομίζω, ὥστε μηδένα τοιοῦτον μηδὲ ἐν τῷ τέλει λαϊκῆς γοῦν ἀξιοῦσθαι κοινωνίας. Εἰ τοίνυν ἀρέσκει ἡ γνώμη αὕτη, ἀποκρίνασθε. Ἀπεκρίναντο· Τὰ λεχθέντα ἤρεσεν.
