Правило 16
Resolutions 11 and 12 of the rules of this council regarding bishops absent from their regions are applied by this rule to presbyters and deacons.
Since presbyters and deacons often come to the Thessalonian Metropolis from other regions and, not content with a short stay, linger and live there all the time, or after a long time they are with difficulty forced to return to their churches, then those determinations that are made in relation to bishops are observed in relation to these persons.

Ἀέτιος ἐπίσκοπος εἶπεν· Οὐκ ἀγνοεῖτε ὁποία καὶ πηλίκη τυγχάνει ἡ τῶν Θεσσαλονικέων μητρόπολις. Πολλάκις τοιγαροῦν εἰς αὐτὴν ἀπὸ ἑτέρων ἐπαρχιῶν πρεσβύτεροι καὶ διάκονοι παραγίνονται, καὶ οὐκ ἀρκούμενοι βραχέος διαγωγῇ χρόνου, ἐναπομένουσι, καὶ ἅπαντα τὸν χρόνον αὐτόθι ποιοῦντες διατελοῦσιν, ἢ μόλις μετὰ πλεῖστον χρόνον εἰς τὰς ἑαυτῶν ἐπανιέναι ἐκκλησίας ἀναγκάζονται· περὶ τούτων οὖν ὁριστέον. Ὅσιος ἐπίσκοπος εἶπεν· Οὗτοι οἱ ὅροι, οἱ καὶ ἐπὶ τῶν ἐπισκόπων ὡρισμένοι, φυλαττέσθωσαν καὶ ἐπὶ τούτων τῶν προσώπων.
