On strengthening penance (until the eruption and cessation of church communion) for bishops who voluntarily transfer from their sees to richer ones.
It is not so much a bad custom as a most harmful disorder of affairs that should be eradicated to the very foundation: none of the bishops will be allowed to move from a small town to another city. For the reason why such transitions are undertaken is obvious. After all, it was absolutely impossible to find a single bishop who would strive to move from a larger city to a smaller one. Hence it is discovered that such people are inflamed by a fiery desire for covetousness and they rather slavishly serve arrogance in order to appear to have greater power. So, everyone wants such depravity to be punished more severely: we believe that they should not have communication even on an equal basis with the laity.

Ὅσιος Ἐπίσκοπος πόλεως Κορδούης εἶπεν· Οὐ τοσοῦτον ἡ φαύλη συνήθεια, ὅσον ἡ βλαβερωτάτη τῶν πραγμάτων διαφθορά, ἐξ αὐτῶν τῶν θεμελίων ἐστὶν ἐκριζωτέα, ἵνα μηδενὶ τῶν ἐπισκόπων ἐξῇ ἀπὸ πόλεως μικρᾶς εἰς ἑτέραν πόλιν μεθίστασθαι. Ἡ γὰρ τῆς αἰτίας ταύτης πρόφασις φανερά, δι᾽ ἣν τὰ τοιαῦτα ἐπιχειρεῖται. Οὐδεὶς γὰρ πώποτε εὑρεθῆναι ἐπισκόπων δεδύνηται, ὃς ἀπὸ μείζονος πόλεως εἰς ἐλαχιστοτέραν πόλιν ἐσπούδασε μεταστῆναι· ὅθεν συνέστηκε διαπύρῳ πλεοναξίας τρόπῳ ὑπεκκαίεσθαι τοὺς τοιούτους, καὶ μᾶλλον τῇ ἀλαζονείᾳ δουλεύειν, ὅπως ἐξουσίαν δοκοῖεν μείζονα κεκτῆσθαι.
