That rural elders in a city church should not officiate in the presence of the bishop or the elders of the city.
Rural elders may not make the Offerings in a city church if the bishop or elder of the city is present, nor may they administer the Bread and Cup during prayer. If they are absent and they called one village elder to prayer, then he can teach.
