The commandment to periodeuts and presbyters is not to do anything without the will of the bishop.
That in small towns and villages it is necessary to appoint not bishops, but periodeuts, and those appointed first should not do anything without the will of the bishop of the city. In the same way, the presbyters should not do anything without the will of the bishop.

Ὅτι οὐ δεῖ ἐν ταῖς κώμαις καὶ ἐν ταῖς χώραις καθίστασθαι ἐπισκόπους, ἀλλὰ περιοδευτάς· τοὺς μέν τοι ἤδη προκατασταθέντας, μηδὲν πράττειν ἄνευ γνώμης τοῦ ἐπισκόπου τοῦ ἐν τῇ πόλει· ὡσαύτως δὲ καὶ τοὺς πρεσβυτέρους μηδὲν πράττειν ἄνευ τῆς γνώμης τοῦ ἐπισκόπου.
