Правило 32
On the obligation of bishops of the African Church to have a letter of leave from their metropolitan when traveling to Rome.
Bishops should not be sent overseas, unless by decision of their bishop of the leading see in each region, that is, only if the bishop receives primarily from his leading bishop the established (τετυπωμένην) letter, which is called a letter of release, i.e., a recommendation.

Ὁμοίως ἐπίσκοποι πέραν θαλάσσης μὴ ἀποδημείτωσαν, εἰ μὴ μετὰ ψηφίσματος τῆς πρώτης καθέδρας τοῦ ἰδίου ἑκάστης χώρας ἐπισκόπου, τουτέστιν, εἰμὴ ἀπ᾽ αὐτοῦ τοῦ πρωτεύοντος κατ᾽ ἐξαίρετον λάβῃ τήν, ἥτις λέγεται ἀπολυτική, τετυπωμένην, ἤτοι παράθεσιν.[1]
