On the mandatory convening of diocesan councils every year, at which all metropolitans or 2 of their locums must participate.
According to the Nicene definitions, let a Council be convened annually on ecclesiastical issues, which are often postponed to the detriment of the people, to which all those occupying the first sees of the regions should send from their Councils as representatives 2 bishops or as many as they elect, so that the assembled assembly can have full rights.

Διὸ βεβαιωτέον ἐστὶν ἐν ταύτῃ τῇ ἁγίᾳ συνόδῳ, ὥστε κατὰ τοὺς ἐν Νίκαιᾳ ὅρους, διὰ τὰς ἐκκλησιαστικὰς αἰτίας, αἵτινες πολλάκις πρὸς ὄλεθρον τοῦ λαοῦ παλαιοῦνται, καθ᾽ ἕκαστον ἐνιαυτὸν σύνοδον συγκαλεῖσθαι, πρὸς ἣν πάντες οἱ τῶν ἐπαρχιῶν τὰς πρῶτας καθέδρας ἐπέχοντες, ἐκ τῶν οἰκείων συνόδων δύο, ἢ καὶ ὅσους ἐπιλέξωνται, ἐπισκόπους τοποτηρητὰς ἀποστείλωσιν· ἵνα ἐν τῇ συναχθείσῃ συνελεύσει πλήρης εἶναι δυνηθῇ ἡ αὐθεντία.[1]
