It was convenient: those who are careless about acquiring places for catholic unity that are subordinate to their see should be encouraged by the zealous bishops neighboring them with reproaches so that they do not postpone this matter. Therefore, if within a period of 6 months from the date of the meeting on this issue, they do nothing, let these places be transferred to someone who can purchase them. However, if the one to whom it is known that these places belong, decided to leave them without attention deliberately, due to some economy, since the heretics preferred that he acquire them without noise, and at this time another bishop warned his care, which, if he had used it earlier, would only have embittered the heretics, then, when all this becomes clear at the court of bishops, the places will be returned to his see. If bishops from different regions judge, the judges will be appointed by the leading bishop in whose region the very place in question is located. If, by mutual agreement, they elect neighboring bishops as judges, let them choose either one or three. And if they choose three and are satisfied with them, let either all or two follow the decision.
