Правило 111
That a new diocese can be formed subject to the decision of the episcopal council of the given metropolitan region, chaired by the underlying metropolitan, and the consent of the bishop to allocate from under his jurisdiction some places belonging to his diocese.
This was also decreed: a people who have never had their own bishop should not be given one, unless by decision of the entire council of each region, and the leading bishop, and with the consent of the bishop in whose territory the church was located.

Ἤρεσε κἀκεῖνο, ἵνα οἱ ὄχλοι, οἱ μηδέποτε ἰδίους ἐσχηκότες ἐπισκόπους, εἰ μὴ ἐκ πάσης τῆς συνόδου ἑκάστης ἐπαρχίας καὶ τοῦ πρωτεύοντος ψήφισμα γένηται, καὶ κατὰ συναίνεσιν ἐκείνου, οὗτινος ὑπὸ τὴν διοίκησιν καθίστατο ἡ αὐτὴ ἐκκλησία, μηδαμῶς δέξωνται.[1]
