Since some of the metropolitans, as we know, neglect the flocks entrusted to them and postpone the consecrations of bishops, the Holy Council decided that the consecrations of bishops should be carried out within 3 months, unless inevitable necessity forces an extension of the time of postponement. If he does not do this, then he is subject to church penance. At the same time, let the income of the dowager Church be preserved intact by the steward of this Church.

Ἐπειδή περ τινὲς τῶν μητροπολιτῶν, ὡς περιηχήθημεν, ἀμελοῦσι τῶν ἐγκεχειρισμένων αὐτοῖς ποιμνίων, καὶ ἀναβάλλονται τὰς χειτοτονίας τῶν ἐπισκόπων· ἔδοξε τῇ ἁγίᾳ συνόδῳ, ἐντὸς τριῶν μηνῶν γίνεσθαι τὰς χειροτονίας τῶν ἐπισκόπων, εἰ μήποτε ἄρα ἀπαραίτητος ἀνάγκη παρασκευάσοι ἐπιταθῆναι τὸν τῆς ἀναβολῆς χρόνον. Εἰ δὲ μὴ τοῦτο ποιήσοι, ὑποκεῖσθαι αὐτὸν ἐκκλησιαστικοῖς ἐπιτιμίοις. Τὴν μέν τοι πρόσοδον τῆς χηρευούσης ἐκκλησίας, σώαν παρὰ τῷ οἰκονόμῳ τῆς αὐτῆς ἐκκλησίας φυλάττεσθαι.
