The fact that the clergy is accused should not be accepted without investigation.
Clerics or laymen who accuse bishops or clergy should not be allowed to face accusations simply and without trial, unless their reputation has first been examined.

Κληρικούς, ἢ λαϊκούς, κατηγοροῦντας ἐπισκόπων, ἢ κληρικῶν, ἁπλῶς καὶ ἀδοκιμάστως μὴ προσδέχεσθαι εἰς κατηγορίαν, εἰ μὴ πρότερον ἐξετασθείη αὐτῶν ἡ ὑπόληψις.
