On the prohibition to form new church regions according to royal decrees.
It has come to our attention that some, contrary to church decrees, resorted to the authorities and, with the help of pragmatic sanctions, cut the single metropolitan region into two, which is why there were two metropolitans in one region. Therefore, the Holy Council determined that henceforth the bishop should not dare to do anything like this, for anyone who attempts to do so will be deposed from his position. And those cities that, according to the royal charters, are already honored with the names of metropolises, let them be content only with honor, as well as the bishop who governs the Church of this city, while preserving his own rights of a true metropolis.

Ἦλθεν εἰς ἡμᾶς, ὥς τινες παρὰ τοὺς ἐκκλησιαστικοὺς θεσμοὺς προσδραμόντες δυναστείαις, διὰ πραγματικῶν τὴν μίαν ἐπαρχίαν εἰς δύο κατένεμον, ὡς ἐκ τούτου δύο μητροπολίτας εἶναι ἐν τῇ αὐτῇ ἐπαρχίᾳ. Ὥρισεν τοίνυν ἡ ἁγία σύνοδος, τοῦ λοιποῦ μηδὲν τοιοῦτον τολμᾶσθαι παρὰ ἐπισκόπου· ἐπεί, τὸν τοιοῦτο ἐπιχειροῦντα ἐκπίπτειν τοῦ ἰδίου βαθμοῦ. Ὅσαι δὲ ἤδη πόλεις διὰ γραμμάτων βασιλικῶν τῷ τῆς μητροπόλεως ἐτιμήθησαν ὀνόματι, μόνης ἀπολαυέτωσαν τῆς τιμῆς, καὶ ὁ τὴν ἐκκλησίαν ταύτην διοικῶν ἐπίσκοπος, δηλονότι σῳζομένων τῇ κατ᾿ ἀλήθειαν μητροπόλει τῶν οἰκείων δικαίων.
