A bishop, who for good reason cannot come to his region, may participate in the honor and service of the bishop, without interfering in the affairs of the church where he resides, but awaits the decision of the council.
If a bishop, ordained to an episcopal region, does not go to the region to which he was ordained, not through his own fault, but either because of the refusal of the people, or for another reason beyond his control, then let him participate in both honor and service, but not interfere in the affairs of the Church in which he was accepted into the assembly. Let him wait for what will be determined by the full Council of the metropolitan region, which will judge the matter that has arisen.
