Правило 11
A cleric who comes to the king without the command of his metropolitan should be deprived of both communication and dignity.
If a bishop, or presbyter, or any member of the clergy in general, without the consent of the bishops of the metropolitan region, and especially the metropolitan, and without letters from them, dares to go to the emperor, let him be excommunicated and deprived not only of communication, but also of the dignity that he had, since he dared, contrary to the law of the Church, to bother the ears of our most God-loving emperor. If urgent need prompts one to turn to the emperor, then this should be done after consideration and with the consent of the bishop of the metropolitan region residing in the metropolis or the bishops located in it, moreover, let the one turning to the emperor be provided with letters from them.

Εἴ τις ἐπίσκοπος, ἢ πρεσβύτερος, ἢ ὅλως τοῦ κανόνος, ἄνευ γνώμης καί γραμμάτων τῶν ἐν τῇ ἐπαρχίᾳ επισκόπων, καὶ μάλιστα τοῦ κατὰ τὴν μητρόπολιν, ὁρμήσειε πρὸς βασιλέα ἀπελθεῖν, τοῦτον ἀποκηρύττεσθαι, καὶ ἀπόβλητον γίνεσθαι, οὐ μόνον τῆς κοινωνίας, ἀλλὰ καὶ τῆς ἀξίας, ἧς μετέχων τυγχάνει· ὡς παρενοχλεῖν τολμῶντα τὰς τοῦ θεοφιλεστάτου βασιλέως ἡμῶν ἀκοάς, παρὰ τὸν θεσμὸν τῆς ἐκκλησίας.
