Justice demands that the property unjustly taken from him be returned to him for two reasons: firstly, because there should not have been anything like that; secondly, since the most pious bishops throughout the whole earth are very upset and extremely displeased by the demand for an account of their expenses, both from church income and from offerings from some. For each of us in his own time will give an account to the Judge of all. Utensils and immovable property must be kept inalienable by the churches; free to be the rulers of the Divine Priesthood at the disposal of the expenses that occur in their time. (Ap. 38, 41; IV Om. 26; VII Om. 12; Antioch. 24, 25; Carth. 42). Until the decision of the correct court, Saint Cyril considers Bishop Peter not yet deprived of his diocese and therefore proposes to return diocesan funds to his disposal, and emphasizes that they should be under the full and unconditional control of the bishop.
