Numbers 30:1. And Moses told the children of Israel all that the Lord had commanded Moses. Numbers 30:2. And Moses spake unto the captains of the tribes of the children of Israel, saying, This is what the LORD commanded: Numbers 30:3. If anyone makes a vow to the Lord, or swears an oath, placing a vow on his soul, then he should not break his word, but must fulfill everything that came out of his mouth. The name vow (neder) means a positive promise to fulfill something, to abstain from something (in the latter case there will be a “vow” - Issar, v. 3), as well as to dedicate someone in the name of God. For vows, see book. Lev.27.1, book. Number 6.1. This chapter notes cases in which vows must be kept and cases in which vows cannot be enforced. Numbers 30:4. If a woman makes a vow to the Lord and puts a vow on herself in her father's house in her youth, Numbers 30:5. and her father hears her vow and the pledge that she has made on her soul, and her father remains silent about it, then all her vows will come true, and every vow she has made on her soul will come true; Numbers 30:6. If her father, having heard, forbids her, then all her vows and pledges that she has placed on her soul will not take place, and the Lord will forgive her, because her father forbade her. Numbers 30:7. If she gets married, and her vow is upon her, or the word of her mouth with which she has bound herself, Numbers 30:8. and her husband hears and, having heard, remains silent: then her vows will take place, and her promises that she has placed on her soul will take place; Numbers 30:9. If her husband, having heard it, forbids her and rejects her vow that is upon her, and the word of her mouth with which she has bound herself, [then they will not take place, because her husband forbade her,] and the Lord will forgive her. Numbers 30:10. The vow of the widow and divorced woman, no matter what vow she places on her soul, will take place. Numbers 30:11. If a wife has made a vow in her husband's house, or has laid a vow on her soul with an oath, Numbers 30:12. and her husband heard her, and kept silent about it, and did not forbid her, then all her vows will come true, and every vow that she has placed on her soul will come true; Numbers 30:13. If her husband, having heard it, rejected them, then all the vows and promises of her soul that came out of her mouth will not come true: her husband destroyed them, and the Lord will forgive her. Numbers 30:14. Every vow and every oath to humble the soul can be confirmed by her husband, and her husband can reject her; Numbers 30:15. if her husband was silent about it day after day, then he confirmed all her vows and all her covenants that were on her, because, having heard, he was silent about it; Numbers 30:16. and if [the husband] rejected them after he heard, then he took upon himself her sin. Numbers 30:17. These are the statutes that the Lord commanded Moses regarding the relationship between a husband and his wife, between a father and his daughter in her youth, in her father’s house. A feasible vow made by a person who is not, by law, constrained in his personal affairs by the will of another, must be fulfilled. The vow of a person subordinated to the will of another is only valid when this other affirms it either verbally or by simple non-protestation at the moment of pronouncing the vow or mentioning it.
