On the impermissibility of a bishop from leaving his diocese.
A bishop is not allowed, having left his episcopal region, to seize another, even if many force him, unless there is some blessed reason forcing him to do this, namely in the case when he can bring great benefit to those living there with a word of piety. But this is not arbitrary, but by the decision of many bishops and at the urgent request.

Ἐπίσκοπον μὴ ἐξεῖναι καταλείψαντα τὴν ἑαυτοῦ παροικίαν ἑτέρᾳ ἐπιπηδᾶν, κἂν ὑπὸ πλειόνων ἀναγκάζηται, εἰ μή τις εὔλογος αἰτία ᾖ, τοῦτο βιαζομένη αὐτὸν ποιεῖν, ὡς πλέον τι κέρδος δυναμένου αὐτοῦ τοῖς ἐκεῖσε λόγῳ εὐσεβείας συμβάλλεσθαι· καὶ τοῦτο δὲ οὐκ ἀφ᾿ ἑαυτοῦ, ἀλλὰ κρίσει πολλῶν ἐπισκόπων, καὶ παρακλήσει μεγίστῃ.
