An employee of the Diocesan Department for Prison Ministry visited the institutions of the Main Directorate of the Federal Penitentiary Service of Russia in the Rostov region and the temporary detention center in Konstantinovsktranslated

On September 16, 2026, the executive secretary of the College of Prison Ministry Departments of the Don Metropolis, a member of the Public Supervisory Commission of the Rostov Region, Priest Andrei Mnatsaganov, as part of the commission, visited the high-security women's correctional colony No. 5 of the GUFSIN of Russia in the Rostov Region and the temporary detention center in the city of Konstantinovsk.
During the visit, members of the commission inspected the cell-type premises and the punishment cell where women who violated internal regulations are kept. The conditions of detention, complaints and appeals of convicts were checked. No human rights violations were identified. Legal assistance was also provided to those convicted.
Members of the commission met with convicted women based on previously received requests from their relatives. Priest Andrey spoke about the possibilities of social support for citizens after release as part of the Halfway House project. The project provides assistance in restoring documents and legal rights, undergoing a medical examination, and also provides, if necessary, a temporary place of residence, clothing, personal hygiene items and funds for travel to the destination.
