About anathema to anyone who dares to beat or imprison a bishop.
If any of the laity, having gained power (αὐθεντήσας) and not only despising the Divine and imperial commands, but also mocking the awe-inspiring church statutes and laws, dares to strike any bishop or imprison him without guilt or for an imaginary guilt, let him be anathema.

Εἴ τις τῶν λαϊκῶν, αὐθεντήσας καὶ καταφρονήσας μὲν τῶν θείων καὶ βασιλικῶν προσταγμάτων, καταγελάσας δὲ καὶ τῶν φρικτῶν τῆς Ἐκκλησίας θεσμῶν τε καὶ νόμων, τολμήσειεν ἐπίσκοπόν τινα τύψαι ἢ φυλακίσαι, ἢ χωρὶς αἰτίας ἢ καὶ συμπλασάμενος αἰτίαν, ὁ τοιοῦτος ἀνάθεμα ἔστω.
