Canon 38
On establishing the boundaries of dioceses in accordance with the administrative division of states.
We also retain the rule adopted by our fathers, and it defines this: if a city was founded by royal authority or will be founded later, then the distribution of church affairs must follow civil and state decrees.

Τὸν ἐκ τῶν Πατέρων ἡμῶν τεθέντα κανόνα καὶ ἡμεῖς παραφυλάττομεν, τὸν οὕτω διαγορεύοντα· Εἴ τις ἐκ βασιλικῆς ἐξουσίας ἐκαινίσθη πόλις, ἢ αὖθις καινισθείη, τοῖς πολιτικοῖς καὶ δημοσίοις τύποις καὶ ἡ τῶν ἐκκλησιαστικῶν πραγμάτων τάξις ἀκολουθείτω.
