Since there is a rule that says that twice a year in each metropolitan region canonical issues should be discussed by a meeting of bishops, the venerable fathers of the 6th Council, due to the fact that this is difficult and those gathering lack funds for travel, determined that meetings should be held in any case and without excuse once a year and correct errors. So, we also resume this rule; and if any superior is found to be obstructing this, let him be excommunicated. If any of the metropolitans neglects to fulfill this, not out of need and violence and without any valid reason, let him be subject to penance. Since the Council is dedicated to canonical and evangelical subjects, it is appropriate for the assembled bishops to have care and concern that the Divine and life-giving commandments of God are observed. For keeping them, the reward is great (Ps. 18:12), because the commandment is a lamp, the law is light, and reproof and punishment are the way to life (see Proverbs 6:23) and the commandment of the Lord is bright: it enlightens the eyes (Ps. 18:9). Yes, the metropolitan will not be allowed to demand cattle or anything else that the bishop brings with him. If he is convicted of having done so, let him repay him fourfold.
