On the invalidity of appointments to the degree of clergy under pressure from secular authorities.
Any election of a bishop, or presbyter, or deacon, made by the rulers, must remain invalid, according to the rule that says: “If a bishop, having resorted to temporal rulers, with their help achieves power over the Church, let him be deposed and excommunicated, as well as all those in communion with him.” The one who will be promoted to the episcopal dignity must be elected by the bishops, as defined in Nicaea by the holy fathers in the rule that reads: “It is most fitting for all bishops of the metropolitan region to appoint a bishop. If this is difficult, either due to circumstances constraining them, or due to the distance of the journey, then at least three must gather in one place, provided that those absent give their consent by expressing it through letters, and then let the ordination take place. Approval of these actions must be granted in each region to its metropolitan.”

Πᾶσαν ψῆφον γινομένην παρὰ ἀρχόντων, ἐπισκόπου, ἢ πρεσβυτέρου, ἢ διακόνου, ἄκυρον μένειν, κατὰ τὸν κανόνα τὸν λέγοντα· Εἴ τις ἐπίσκοπος, κοσμικοῖς ἄρχουσι χρησάμενος, δι᾿ αὐτῶν ἐγκρατὴς ἐκκλησίας γένηται, καθαιρείσθω, καὶ ἀφοριζέσθω, καὶ οἱ κοινωνοῦντες αὐτῷ πάντες. Δεῖ γὰρ τὸν μέλλοντα προβιβάζεσθαι εἰς ἐπισκοπήν, ὑπὸ ἐπισκόπων ψηφίζεσθαι· καθὼς παρὰ τῶν ἁγίων Πατέρων τῶν ἐν Νικαίᾳ ὥρισται ἐν τῷ κανόνι τῷ λέγοντι· Ἐπίσκοπον προσήκει, μάλιστα μὲν ὑπὸ πάντων τῶν ἐν τῇ ἐπαρχίᾳ καθίστασθαι· εἰ δὲ δυσχερὲς εἴη τὸ τοιοῦτο, ἢ διὰ κατεπείγουσαν ἀνάγκην, ἢ διὰ μῆκος ὁδοῦ, ἐξάπαντος τρεῖς ἐπὶ τὸ αὐτὸ συναγομένους· (συμψήφων γινομένων καὶ τῶν ἀπόντων, καὶ συντιθεμένων διὰ γραμμάτων), τότε τὴν χειροτονίαν ποιεῖσθαι. Τὸ δὲ κῦρος τῶν γινομένων, δίδοσθαι καθ᾿ ἑκάστην ἐπαρχίαν τῷ μητροπολίτῃ.
