On the procedure for submitting petitions by bishops.
Let the following be determined. When in any metropolitan region bishops send petitions to their brother and co-bishop, then the one who is in a larger city, that is, in the metropolis, should send his deacon with these petitions, also handing him representative letters, that is, letters that he will write accordingly to our brothers and co-bishops, if any of them at that time happens to be in those places and cities where the most pious emperor manages public affairs. If one of the bishops has friends at the imperial court and wishes to ask for something worthy, then let him not be forbidden to ask them, and to encourage them through his deacon to provide him with good help as a petitioner. Those who come to Rome, as I said before, should present their petitions to our beloved brother and fellow bishop Julius, so that he first checks whether there are any shameless ones among them, and then, adding his own intercession and concern, directs them to the court.

Ὅσιος ἐπίσκοπος εἶπεν· Καὶ τοῦτο ἀκόλουθον εἶναι νομίζω, ἵνα εἰ ἐν οἱᾳδηποτοῦν ἐπαρχίᾳ ἐπίσκοποι πρὸς ἀδελφὸν καὶ συνεπίσκοπον ἑαυτῶν ἀποστέλλοιεν δεήσεις, ὁ ἐν τῇ μείζονι τυγχάνων πόλει, τοὐτέστι τῇ μητροπόλει, αὐτὸς καὶ τὸν διάκονον αὐτοῦ καὶ τὰς δεήσεις ἀποστέλλοι, παρέχων αὐτῷ καὶ συστατικὰς ἐπιστολάς, γράφων δηλονότι κατὰ ἀκολουθίαν καὶ πρὸς τοὺς συναδελφοὺς καὶ συνεπισκόπους ἡμῶν, οἵτινες ἐν ἐκεῖνῳ τῷ καιρῷ ἐν τοῖς τόποις ἢ ἐν ταῖς πόλεσι διάγοιεν, ἐν αἷς ὁ εὐσεβέστατος βασιλεὺς τὰ δημόσια πράγματα διακυβερνᾷ.
