Canon 15
On the prohibition for bishops to elevate employees of other dioceses to hierarchical ranks.
We determine: if a bishop wishes to appoint someone else’s minister from another episcopal region to any degree, without the consent of his bishop, such an appointment shall be considered invalid and void. If some of us allow ourselves to do this, then the brothers and fellow bishops should remind them and correct them.

Ὅσιος ἐπίσκοπος εἶπεν· Καὶ τοῦτο δὲ πάντες ὁρίσωμεν, ἵνα, εἴ τις ἐπίσκοπος ἐξ ἑτέρας παροικίας βουληθῇ, ἀλλότριον ὑπηρέτην, χωρὶς τῆς συγκαταθέσεως τοῦ ἰδίου ἐπισκόπου, εἴς τινα βαθμὸν καταστῆσαι, ἄκυρος καὶ ἀβέβαιος ἡ τοιαύτη κατάστασις νομίζοιτο. Εἴ τινες δ᾽ ἂν τοῦτο ἑαυτοῖς ἐπιτρέψειαν, παρὰ τῶν ἀδελφῶν καὶ συνεπισκόπων ἡμῶν καὶ ὑπομιμνήσκεσθαι καὶ διορθοῦσθαι ὀφείλουσιν. Ἅπαντες εἰρήκασι· Καὶ οὗτος ὁ ὅρος ἔσται ἀσάλευτος.
