That a bishop should not leave his diocese and move to another to preach and or serve. At the same time, the period of possible excommunication from the pulpit is similar to that previously established for the laity: no more than three Sunday days during three weeks.
In the case where a bishop moves from one city to another or from one episcopal region to another, working for the sake of vanity and for his own praise or out of zeal for the faith, and wants to spend a fairly long time there, and the bishop of that city is inexperienced in instruction, we determine that the former should not neglect the latter and should not preach too often, seeking to disgrace and disgrace the person of the local bishop. For this usually becomes a reason for turmoil, and the bishop strives by such cunning to encroach on someone else’s see and seize it, without hesitation deciding to leave the Church entrusted to him and move to another. So, a time must be determined for this (since not receiving a bishop is considered an inhuman and evil deed). Remember how in the past our fathers determined: if a layman, while remaining in the city, does not come to the meeting on three Sundays within 3 weeks, he will be excluded from communion. So, if this is decreed regarding the laity, then it is not proper, it is not proper and it is not useful for a bishop, if he does not have any urgent need or difficult matter, to be absent from his Church for a long time and sadden the people entrusted to him.
