On the inadmissibility of installing neophytes as presbyters and bishops.
Since, out of necessity or due to other human motives, much has been done contrary to the church rule, so that people who have recently come to the faith after a pagan life and have been catechumens for a short time are immediately brought to the spiritual font and, as soon as they are baptized, they are elevated to the episcopate or presbytery, it is recognized as a good thing, so that nothing like this will happen in the future, because the catechumen requires time, and after baptism - an even greater test. For the Apostolic Scripture clearly says: He must not be one of the new converts, lest he become proud and fall into condemnation with the devil (1 Tim. 3:6) and fall into his snare. If, over time, some spiritual sin is discovered in such a person and he is exposed by two or three witnesses, then he will be prohibited from serving. And those who act contrary to this, as those who dare to resist the great Council, are in danger of being expelled from the clergy.

Ἐπειδὴ πολλά, ἤτοι ὑπὸ ἀνάγκης, ἢ ἄλλως ἐπειγομένων τῶν ἀνθρώπων, ἐγένετο παρὰ τὸν κανόνα τὸν ἐκκλησιαστικόν, ὥστε ἀνθρώπους ἀπὸ ἐθνικοῦ βίου ἄρτι προσελθόντας τῇ πίστει, καὶ ἐν ὀλίγῳ χρόνῳ κατηχηθέντας, εὐθὺς ἐπὶ τὸ πνευματικὸν λουτρὸν ἄγειν, καὶ ἅμα τῷ βαπτισθῆναι προάγειν εἰς ἐπισκοπήν, ἢ εἰς πρεσβυτέριον, καλῶς ἔδοξεν ἔχειν, τοῦ λοιποῦ μηδὲν τοιοῦτο γίνεσθαι· καὶ γὰρ καὶ χρόνου δεῖ τῷ κατηχουμένω, καὶ μετὰ τὸ βάπτισμα, δοκιμασίας πλείονος.
