Canon 14
About the sufficiency of representation at the annual councils of only one bishop from Tripoli and about the representation of clergy in the ecclesiastical court of this small region.
It was decided that from Tripoli, for the sake of the poverty of the country, 1 bishop would come to serve as locum tenens in the Council and that there at the trial 5 bishops would listen to the presbyter, and 3 to the deacon, as stated above; It is clear that his own bishop will preside.

Ὁμοίως ἤρεσεν ἀπὸ Τριπόλεως, διὰ τὴν τῆς χώρας ἔνδειαν, ἕνα ἐπίσκοπον εἰς τοποτηρησίαν ἐλθεῖν, καὶ ἵνα ὁ πρεσβύτερος, ἐκεῖσε ἀπὸ πέντε ἀκούηται ἐπισκόπων, καὶ ὁ διάκονος ἀπὸ τριῶν, ὡς ἀνωτέρω εἴρηται, τοῦ ἰδίου αὐτοῦ δηλονότι ἐπισκόπου προκαθημένου.
