That henceforth none of the laity or monks should be suddenly elevated to the height of bishopric, but should spend the time prescribed by law at every priestly level.
Caring for the observance of church deanery in everything, we considered it necessary to determine that henceforth no layman or monk should be immediately elevated to the height of bishopric, but should first be tested in the ecclesiastical degrees, after which he would be ordained a bishop. For although to this day some laymen or monks have necessarily been awarded the episcopal honor, surpassed others in virtue and exalted their Churches, we, not considering a rare case as a law for the Church, determine that this will not happen in the future. Let the ordained one pass through all the degrees of the priesthood in order, remaining in each rank for the prescribed time.

Ἐν πᾶσι τῆς ἐκκλησιαστικῆς εὐταξίας φροντίζοντες, καὶ τοῦτο ὁρίσαι ἀναγκαῖον ἐθέμεθα. Ὥστε τοῦ λοιποῦ μηδένα τῶν λαϊκῶν ἢ μοναχῶν ἀθρόον εἰς τὸ τῆς ἐπισκοπῆς ὕψος ἀνάγεσθαι, ἀλλ᾿ ἐν τοῖς ἐκκλησιαστικοῖς βαθμοῖς ἐξεταζόμενον πρότερον, οὕτω τῆς ἐπισκοπῆς τὴν χειροτονίαν ὑποδέχεσθαι. Εἰ γὰρ καὶ μέχρι τοῦ νῦν ἀπὸ τῶν λαϊκῶν ἢ μοναχῶν τινες, ἀπαιτούσης χρείας, παραυτίκα τιμῆς ἄξιοι γεγόνασιν ἐπισκοπικῆς, ἀρετῇ τε διαπρέψαντες καὶ τὰς κατ᾿ αὐτοὺς ἐκκλησίας ὑψώσαντες, ἀλλὰ τό γε σπάνιον οὐδαμοῦ νόμον τῆς Ἐκκλησίας τιθέμενοι, ὁρίζομεν τοῦ λοιποῦ μηκέτι τοῦτο γίνεσθαι, εἰ μὴ κατὰ λόγον ὁ χειροτονούμενος διὰ τῶν ἱερατικῶν προέλθοι βαθμῶν, ἐν ἑκάστῳ τάγματι τὸν νενομισμένον χρόνον ἀποπληρῶν.
