On the prerogatives of the See of Constantinople.
Following in everything the definitions of the holy fathers and recognizing the just read rule of the 150 most God-loving bishops who gathered during the reign of the pious memory of Emperor Theodosius the Great in the reigning Constantinople, the new Rome, we also determine and decree the same about the advantages of the Holy Church of the same Constantinople, the new Rome. For the fathers justly gave advantages to the throne of ancient Rome, since that city was reigning. Following the same impulse, 150 most God-loving bishops endowed equal privileges to the most holy see of new Rome, prudently judging that the city, awarded the honor of being the city of the emperor and synclit and enjoying equal benefits with the old royal Rome, would be exalted like it in ecclesiastical affairs, being second after it. And therefore only the metropolitans of the Pontic, Asian and Thracian dioceses, as well as the bishops of the mentioned dioceses among the barbarians, are ordained by the above-mentioned most holy see of the most holy Church of Constantinople. This means that each metropolitan of the above-mentioned dioceses with the bishops of his metropolitan area ordains diocesan bishops, as prescribed by divine rules. And the metropolitans of the above-mentioned dioceses are ordained, as stated, by the Archbishop of Constantinople after, according to custom, a unanimous election takes place and its result is presented to him.

Πανταχοῦ τοῖς τῶν ἁγίων Πατέρων ὅροις ἑπόμενοι, καὶ τὸν ἀρτίως ἀναγνωσθέντα κανόνα τῶν ἑκατὸν πεντήκοντα θεοφιλέστατων ἐπισκόπων, τῶν συναχθέντων ἐπὶ τοῦ τῆς εὐσεβοῦς μνήμης Μεγάλου Θεοδοσίου, τοῦ γενομένου βασιλέως ἐν τῇ βασιλίδι Κωνσταντινουπόλεως Νέᾳ Ῥώμῃ, γνωρίζοντες, τὰ αὐτὰ καὶ ἡμεῖς ὁρίζομέν τε καὶ ψηφιζόμεθα περὶ τῶν πρεσβείων τῆς ἁγιωτάτης ἐκκλησίας τῆς αὐτῆς Κωνσταντινουπόλεως Νέας Ῥώμης· καὶ γὰρ τῷ θρόνῳ τῆς πρεσβυτέρας Ῥώμης, διὰ τὸ βασιλεύειν τὴν πόλιν ἐκείνην, οἱ Πατέρες εἰκότως ἀποδεδώκασι τὰ πρεσβεῖα.
