Yes, this is a classic in Nizhny, I remember driving to work there in the mornings in the 90s with a sore throat. And the data for Omsk are posted on the Roshydromet website in the “Monitoring of Atmosphere Pollution” section, there are graphs and excesses of substances can be seen.
