(No earlier than October 1830 and no later than December 1832) The St. Petersburg and Moscow Academic Boards entered the Commission of Theological Schools with the idea that some of the seminaries under their jurisdiction encounter difficulties in equalizing student salaries and maintaining uniformity in clothing, since the amounts allocated for this are not enough. These submissions were forwarded to Metropolitan Philaret, who wrote the following draft definition of the Commission of Theological Schools: Prescribe Acad. Rules in permission that the provision of the K.D.U. on maintaining possible uniformity in the clothes of students and equalization in salaries does not cancel § 21 of the draft regulation on poor students, who are allowed, if necessary, to divide the salary of one student into two half-students, or two full salaries for three poor students. But at the same time you should observe: 1) So that the reduction of salaries is done according to actual need, and therefore equalizes the number of poor students. 2) So that salaries are not split into areas that are too small and unsatisfactory for those in need. 3) So that larger and smaller salaries are distributed on an equal basis with different degrees of poverty observed in different students.
