It seems to me that the actions of the Moscow Academic Board are not directly illegal, and if it would have been more careful to ask for K.D.U.’s permission in advance, then not using this caution deserves an apology due to time constraints. This is not the essence of changes in the orders of the K.D.U., but in new cases, new orders in which the Academic Board did not assign to itself more power than was entrusted to it by the charter. In cases you can find cases in which local authorities acted in a similar way, with the difference that new cases and new orders did not follow so quickly after the instructions of K.D.U. But the brevity or extension of the interim time does not change the essence of the next case. However, I submit this case to the court of K.D.U. If it is impossible to simply excuse us or remain silent in the hope that leniency will prompt us to be more cautious out of gratitude: then His Lordship promised me at least the leniency not to make a strict order to the Academic Board, but to allow me to put it under caution for the future.
