Part 2 The fifth volume of the publication: “Collected opinions and reviews of Philaret, Metropolitan of Moscow and Kolomna, on educational and church-state issues,” contains the saint’s papers for the period of his activity, from 1861 to 1864. A number of articles, from No. 564 to No. 727, a total of 163, placed in this volume, as was customary in previous volumes, in chronological order, represents a collection of documents of a predominantly official nature, namely: reports to the Holy Synod, letters, notes and notes on very diverse issues relating not only to the affairs of the Orthodox Church, but also to the most important national issues that are undoubtedly important for the political history of Russia. Such, for example, is the question of the liberation of landowner peasants from serfdom. In 1861, after several draft manifestos for the liberation of the peasants, it was decided to ask Metropolitan Philaret to write a manifesto. For this, by the highest order, a close and trusted official of Count V.N. was sent to Moscow. Panin, Minister of Justice, M.I. Tapilsky, authorized to transfer materials for the manifesto to the archpastor. Academician, M.I. Sukhomlinov, in his article: “Two episodes from the era of the liberation of peasants,” says that “during a trip to Filaret M.I. Tapilsky Khvostov and Tapilsky composed special expressions so that the post office could not find out and so that no one would understand the state of affairs. Thus, information was provided to Count Panin, for a report to the Emperor, about Philaret’s work in drawing up the manifesto” 1. Tapilsky's mission was crowned with success: the desired manifesto was written by the Metropolitan, in a notebook, on ¹/₄ sheet, in his own hand, with small blots, on 20 quarter notes 2 . In addition to considering cases of national importance, Metropolitan Philaret very often had to work on other important issues. Let us note those cases that go beyond the ordinary or usual. In the period from 1861 to 1864, the ever-memorable Moscow saint had to work hard to review various kinds of books and manuscripts that had already been printed or were being prepared for printing. Among such manuscripts and books are the following: about the article of the Orthodox Review, “On the book of Archimandrite Theodore,” No. 578, 580; “The Legend of the Life and Deeds of the Elder of Optina Hermitage, Hieromonk Macarius, of blessed memory,” No. 576; about the publication project: “Archive and Historical Bulletin of Western and Southwestern Russia”, No. 589 and 599; about the publication: “Dogmatic teaching of the Anglican Church”, No. 624; about the article: “The dark side of spiritual literature”, No. 644; about the book “Transformation and simplification of Russian spelling”, No. 654; about the article: “The Fate of Russian Public Education”, No. 671; about the manuscript: “Guide to the conduct of investigations in the spiritual department,” No. 678; about the book: “A Brief Outline of Orthodox Dogmatic Theology” No. 681; about the manuscript: “Sinai Bible”, No. 688, 694, 698, and about the translation into Russian of the books of Holy Scripture, No. 692. Regardless of this, Metropolitan Philaret has opinions on the following issues that came before the consideration of the Holy Synod: on theological academies No. 565–567, 572, 582, 584, 586, 596, 627; about seminaries No. 593, 601, 629, 633; about religious and folk schools: No. 570, 660, 670, 707 and 709; about monasteries: No. 571, 574, 579, 591, 598, 603, 605, 607, 608, 610, 611, 613, 617, 618, 623 and 634; for marriage matters: No. 588, 646, 722; about the schism: No. 594, 628, 643, 653, 669, 726; about Moscow singers No. 700, 723; on the capitals or sums of the Holy Synod: No. 650, 676, 686; on corporal punishment: No. 616; about St. Cyril and Methodius: No. 652, 689; in general, in cases related to public administration: No. 620, 637, 651, 667, 696, 724; about church affairs in the east: No. 597, 647; on parish or guardianship councils, No. 666, 719, 720; on ensuring the life of the Orthodox clergy, No. 635, 665, 713, 717; about zemstvo, No. 716, and on many other issues.
