A project for an auxiliary and incentive institution for the account of residual amounts in the St. Petersburg Theological Academy, compiled by its rector, Bishop Philaret of Revel On March 17, 1819, Bishop Filaret submitted to the academic board a handwritten project for an auxiliary and incentive institution for the account of residual funds in St. Petersburg. Theological Academy, with the following content: Project of an auxiliary and incentive institution for the account of residual amounts in St. Petersburg. D. Academy. During the seven years before this (1812–1818), from the annual staff salary for the Academy of 67,000 rubles, for the satisfaction of annual ordinary and multi-temporary emergency needs, the balance, in money and materials, extended to eight to ten thousand rubles. Of this amount, 35,000 rubles should be left in the ordinary Academic Household, for convenience in the timely preparation of materials, for emergency needs, due to the increasing cost and because of the vastness of the new Academic House. The remaining fifty thousand rubles can be usefully received for the following special purpose: 1) This amount, 50,000 rubles (of which 40,000 are already in the Guardian Council of the IMPERIAL St. Petersburg Orphanage, according to tickets on June 4, 1815 and August 7, 1816, and 1000 must be deposited there, or in the State Loan Bank), must remain inviolable: and only interest is supposed to be used her, which will amount to 2,500 rubles annually. 2) The interest amount, 2500 rubles per year, is divided into five equal parts, which do not mix with each other. 3) The first part (500 rubles) is allocated for the maintenance of the Academic Church for the needs of clergy, and the remainder of this for the renewal of church utensils. For in the Academic staff there is nothing prescribed for this subject. 4) The second part (500 rubles) to contribute to the publication of edifying books and serving to spread Spiritual Enlightenment. 5) This amount is not given to publishers, through which it would easily be lost and would never be returned; but is used for the most publications. 6) Remains and money from the sale of printed books are used to increase the same amount. 7) To encourage writers and translators, they are given from a twelfth to a tenth of the total number of copies of printed books. 8) Whether to accept which book for printing at the expense of this amount, or which of the several presented to prefer, will be decided by the Academic Board, with the approval of His Eminence. 9) The third part (500 rubles) is assigned as an incentive to one of the students at the Academy who, during the academic year, distinguishes himself with useful activities in the educational area. 10) The fourth part (500 rubles) is assigned in addition to the salary of one of the students at the Academy who has occupied one of the most important departments with dignity longer than others. 11) A fifth (500 rubles) is assigned as an allowance to one of the Academy officials who, having performed a worthy position, for some reason, more than others, needs an allowance. 12) The goal that should be kept in mind when assigning these incentives and auxiliary payments to employees of the Academy is, if possible, to ensure the condition of its most useful members, so that they can use their full activity for it, and are not forced, due to the limited Academic salaries, to untimely transfer to another service, or to seek benefits for themselves through outside labor; for their extraneous benefits are more or less combined with damage to their main position. 13) Diligence to the position and good behavior are the general conditions for obtaining the right to one of the auxiliary and incentive payments. 14) To assign an award for excellent work, the consideration of the whole or part of a classical essay, the superior success of students in any class, observed during the test, finally the importance and difficulty of the academic subject, and partly the number of teaching hours in one subject, are taken into consideration. 15) In no case can two of the three extraditions referred to above be assigned to one person at the same time. 16) None of the three issuances are assigned for several years, but the appointment is renewed annually, upon review. 17) This appointment is made at the end of the academic year and annual tests. 18) The Academic Board does not administer these awards, because its members are among the candidates to receive these awards. 19) But since the purpose of these issuances is primarily the improvement of the educational part, the Rector, as the guardian of this part, can and should participate in the appointment of them through his recommendation. 20) The appointment is made as follows: along with the service records for the past academic year, the Rector presents to His Eminence a note about the work of the students during that year, with the attachment of essays, if any were written that year, another note about two of the students, senior in service, with a certificate of their diligence and behavior, and finally a third about two officials of the Academy, especially others who need benefits, also with a certificate of their diligence to service and behavior. As a result of this, His Eminence, having selected three candidates for the three above-mentioned extraditions, deigns to propose this to the Commission of Theological Schools, which, paying special attention to the one who has distinguished himself by useful activity, will order the Academy about extraditions for execution. 21) If it happened that in any year any of the grants, for good reasons, were left without assignment: in this case, the Academic Board has the right to present its opinion on the use of the remaining amount, for which it deems necessary and useful. The academic board, having considered this project, finding it convenient for implementation and corresponding to the benefit of the Academy, decided to present it in a journal note to His Eminence for the discretion and ask for permission to present it to the commission of theological schools for such approval that it could have permanent effect. Metropolitan Michael put a resolution on this journal: “This article is approved.” Therefore, the project was forwarded to the commission of theological schools from the internal board on March 19, 1819. On August 7, 1819, Prince A. N. Golitsyn, in an order to the internal board of the St. Petersburg Theological Academy, said: “The Commission of Theological Schools, with pleasure, saw from the presentation of the internal academic board, dated March 19, No. 22, that with good savings, for the satisfaction of all needs at the academy, over the past seven years the amount amounted to 85 thousand rubles. reserve amount, and having found the project of an auxiliary and incentive institution, drawn up by the former rector of the academy, the current Archbishop Philaret, as convenient for execution as it was appropriate for the benefit of the Academy, at the expense of interest on 50 thousand rubles, separated from the above-mentioned residual amount, brought this to the attention of the Sovereign Emperor.
