The doctors of the hospital constitute the Medical Council, which meets at least once a month under the chairmanship of the director of the hospital to discuss the state of the hospital in medical and practical terms. All matters in the Council are decided by a simple majority of votes, with the Chairman having two votes. Note 1. If necessary, the Director of the hospital submits this issue through the trustee to the decision of the Board of the Society. Note 2. In the event of illness of the Director of the hospital, the chairmanship of this meeting may be entrusted to one of the doctors of the hospital of their choice. The following are subject to the management of the Medical Council: 1) the schedule of hours for receiving patients and 2) all generally matters relating to the activities of the hospital in the medical field. All decisions of the Council are entered into the minutes by the secretary, elected from among doctors, and submitted for approval to the Board of the Society. Every month, the doctors of the hospital submit a report to the Director of the hospital on the use of their patients. Based on these reports, the Director of the hospital draws up an annual report on the activities of the hospital, which, through the trustee, is submitted for consideration to the Board of the Society and the meeting of authorized representatives. The hospital is on a general basis under the supervision of the St. Petersburg City Governor and the St. Petersburg Metropolitan Medical Administration, to which the Director of the hospital submits annual reports on the activities of the hospital in the established form, as well as urgent statements and information (see Articles 26 and 723 of the Statute of the Medical Department. Vol. XIII, edition 1862) Gg. doctors who wish to receive a certificate from the Board that they are doctors of the hospital are issued a certificate signed by the Trustee, Director and Secretary.
