That the bishop must teach piety to the clergy and people. Otherwise, he is absent; and if even after excommunication he does not fulfill this, then he is subject to expulsion.
A bishop or presbyter who does not care for the clergy or people and does not teach them piety will be excommunicated. If he continues to remain in negligence and laziness, let him be cast out.

Ἐπίσκοπος, ἢ πρεσβύτερος, ἀμελῶν τοῦ κλήρου ἢ τοῦ λαοῦ, καὶ μὴ παιδεύων αὐτοὺς τὴν εὐσέβειαν, ἀφοριζέσθω· ἐπιμένων δὲ τῇ ἀμελείᾳ καὶ ῥᾳθυμίᾳ, καθαιρείσθω.
