That the bishop must take care of church property and make alms through presbyters and deacons.
We order the bishop to have authority over the property of the Church. For if precious human souls are to be entrusted to him, then all the more must he be entrusted with the management of money, so that he manages everything according to his own authority and gives to those in need through elders and deacons with the fear of God and all reverence, and so that he himself takes what is required (if only required) for his own needs and the needs of the brothers he receives, so that they in no way suffer lack. For the law of God has ordained that those who serve the altar should eat from the altar (see 1 Cor 9:13). Likewise, a warrior never takes up arms against enemies, being on his own pay (see 1 Cor 9:7).

Προστάσσομεν τὸν ἐπίσκοπον ἐξουσίαν ἔχειν τῶν τῆς ἐκκλησίας πραγμάτων. Εἰ γὰρ τὰς τιμίας τῶν ἀνθρώπων ψυχὰς αὐτῷ πιστευτέον, πολλοῦ ἂν δέῃ περὶ τῶν χρημάτων ἐντέλλεσθαι, ὥστε κατὰ τὴν αὐτοῦ ἐξουσίαν πάντα διοικεῖσθαι, καὶ τοῖς δεομένοις διὰ τῶν πρεσβυτέρων καὶ διακόνων ἐπιχορηνεῖσθαι μετὰ φόβου Θεοῦ καὶ πάσης εὐλαβείας.
