On the excommunication of clergy who did not accept the ministry entrusted to them.
If anyone, having been ordained a bishop, does not accept the ministry entrusted to him and the care of the people, he should be excommunicated until he accepts. Likewise the presbyter and the deacon. If, having departed, he is not accepted, not because of his own will, but because of the corruption of the people, then let him remain a bishop, and let the clergy of the city be excommunicated for not instructing such a rebellious people.
