That a bishop should ordain clergy only within his diocese.
Let the bishop not dare to perform ordinations outside the borders of his district, in cities and villages that are not subordinate to him. If he is convicted of having done this without the consent of the rulers of those cities or villages, let him and those whom he ordained be deposed.

Ἐπίσκοπον μὴ τολμᾶν ἔξω τῶν ἑαυτοῦ ὅρων χειροτονίας ποιεῖσθαι, εἰς τὰς μὴ ὑποκειμένας αὐτῷ πόλεις, καὶ χώρας· εἰ δὲ ἐλεγχθείη τοῦτο πεποιηκώς, παρὰ τὴν τῶν κατεχόντων τὰς πόλεις ἐκείνας, ἢ τὰς χώρας, γνώμην, καθαιρείσθω καὶ αὐτός, καὶ οὓς ἐχειροτόνηοεν.
