That's exactly what their bylaws have said for years. That he belongs to Orthodoxy through the Moscow Patriarchate. Now it's just being reminded out loud.

It's been written that way in their statute for years, just like Petr said. Nothing new there. The real question is why the authorities are making such a big deal of stating the obvious now.
