The executive secretary of the board of departments for prison ministry of the Don Metropolitanate visited pre-trial detention center No. 4 in Rostov-on-Dontranslated

On November 6, 2026, the secretary of the board of departments for prison ministry of the Don Metropolis, Priest Andrei Mnatsaganov, and a volunteer of the “Halfway House” project, implemented with the support of a presidential grant, Igor Omelchenko, as part of the Public Monitoring Commission, visited the FKU SIZO-4 of the city of Rostov-on-Don.

Detention center No. 4 has a special status, which to a certain extent complicates the implementation of the constitutional rights of citizens in custody. In this regard, in addition to issues related to conditions of detention and medical care, the commission members discussed the need to organize spiritual care for those under investigation.

During the visit, members of the commission got acquainted with the conditions of detention of the defendants. There were no complaints or comments from citizens held in the institution.

Following the visit, representatives of the commission noted the high level of organization of the personnel and thanked the management of the detention center for constructive interaction.
