Normative Chaos and Economic Trap: Why the New Changes to the Gambling Law Are Dangerous and Misguidedtranslated

Just two years after the noisy amendments to the Gambling Law in 2024 were announced, the regulators have proposed a completely new Project of Law Amending and Supplementing the Gambling Law (PLASGL) with a planned entry into force on January 1, 2027. This new project reveals a chronic institutional defect: legislative acts are launched that are soon admitted by their own authors to be non-functional.
Under the pretext of "delaying control" and "protecting public interest," the state is launching a package of measures that are not only legally and economically misguided but threaten to achieve the opposite effect – legal business failures, discrimination against Bulgarian media, damage to fiscal policy, and the gift of the market to illegal offshore operators.
